පුරා වසර පහකට ඉපැරණි පුස්තකාලයකට උරැමකම් කියන දියතිලක මහජන පුස්තකාලය 70 දශකය මුල් භාගයේ කුඩා කාමරයක ස්ථාපිත කරන ලදි. දියතිලක මහජන පුස්තකාලය ඓතිහාසික දීගිලිය නුවර හෙවත් දියතිලක පුර නගර මධ්‍යයයේ හගුරන්කෙත පොත්ගුල් මාළිගා විහාරයට යාබදව පිහිටා ඇත. නුවරඑළිය දිස්ත්‍රික්කයේ හගුරන්කෙත ප්‍රාදේශිය බල ප්‍රදේශයේ දු දරැවන්ගේ නැණ නුවණ වැඩි දියුණු කරන්නට 1977 වර්ෂයේ එවකට විශේෂ කොමසාරිස් පාලනය යටතේ D.M.R.B. දිසානායක මැතිදුන්ගේ මග පෙන්වීම යටතේ 1985 වර්ෂයේ වෙනම ගොඩනැගිල්ලක පුස්තකාලය ස්ථාපිත කරන ලදී.

ක්‍රමයෙන් දියුණු වු දියතිලක මහජන පුස්තකාලය 1999 වර්ෂයේ ශ්‍රි ලංකාවේ හොදම මහජන පුස්තකාල අතරින් පළමු ස්ථානයට තේරීපත් වු අතර එවකට සිටි ප්‍රාදේශිය සභා සභාපති K.M.H. ජයසේකර මැතිදුන්ගේ ප්‍රධානත්වයෙන් පුස්තකාලය සදහා අංග සම්පුර්ණ නව දෙමහල් ගොඩනැගිල්ලක් ඉදි කරන ලදී. 2000 වර්ෂයේ අගෝස්තු 05 වන දින නව ගොඩනැගිල්ලේ පුස්කාලය විධිමත් ලෙස ආරම්භ කර ප්‍රදේශයේ දුවා දරැවන්ට හා මහජනතාවට සේවය සදහා විවර කරන ලදි. එතැන් සිට ඉදිරි සෑම වසරකම පාළත් හා දිස්ත්‍රික් ජයග්‍රහණ අතර හොදම මහජන පුස්තකාලය ලෙස පළමු, දෙවන, තෙවන ස්ථාන හිමිකර ගනිමින් නැණ නුවණ ඔපමටිටම් කරන කීර්තිමත් පුස්තකාල සේවාවන් ලබාදීමට අපට හැකි විය.

දියතිලක මහජන පුස්තකාලය ශාඛා පුස්තකාල 07 කින් හා කියවීම් ශාලා 02 කින් සමන්විත වන අතර, තොරතුරැ සපයන තොරතුරැ ගබඩාවක් ලෙස ප්‍රදේශයේ පාඨකයින්ගේ ජනාදරයට පත්ව ඇත.

2016 වර්ෂයේ සිදුවු නව ප්‍රතිසංස්කරණයෙන් පසුව යාවත්කාලීන වු දියතිලක මහජන පුස්තකාලය පුවත්පත් අංශය, කියවීම් අංශය , ළමා අංශය , බැහැර දෙන අංශය , විමර්ශන අංශය , අධ්‍යන අංශය, පොත් බැදුම් අංශය ආදී අංග සම්පුර්ණ අංශ ගණනාවකින් සමන්විතය. 2017 වසරේ ඉ නැණ පියස පරිගණක පුහුණු මධ්‍යස්ථානයද පුස්තකාලය තුල ස්ථාපිත කරන ලදී. වර්තමානය වන විට සාමාජිකයන් 5000කට ආසන්න සංඛ්‍යාවක් සාමාජිකත්වය ලබා ඇති අතර ග්‍රන්ථ 13521 කින් සමන්විතය.

2021 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.

The Diyathilaka Public Library , which has inherited a library that is many years old, was established in a small room in the early seventies. Diyathilaka Public Library is located adjacent to the Hanguranketha pothgul palace Temple in the heart of the historic Diyathilakapura town. The library was established in a separate building in the year 1985 under the guidance of the then Special commissioner Mr. D.M.R.B. Dissanayake in the year 1977 to improve the wisdom of the children in the Hanguranketha area in the Nuwara Eliya District.

The gradually developed Diyathilaka Public Library was selected as the first public library in Sri Lanka in the Year 1999. Thereafter a complete new two storied building was construeted for the library under the leadership of the then chairman of the Pradeshiya Sabhawa Mr. K.M.H. Jayasekara. The library of the new building was formally inaugurated on the 5 th of August in the year 2000 and was opened for the benefit of the area Every year since then, we have been able to provide a reputable library service that uplifts wisdom, winning first , second and third place as the best library among provincial and district achievements.

Diyathilaka Public Library consists of 07 branch libraries and two reading rooms ,Also, this library has become popular among the readers of the area as a repository of information.

Updated after the new renovation in the year 2016 , this library consists of a number of complete sections such as News paper Division, Reading Division, children’s Division, Exit Division, investigation Division , Book binding Division ets. In the year 2017 E - Nenapiyasa computer Training Center was also established in the library. At present there are nearly 5000 members and it contains 13521 books.

In 2021, The Digital Libraries Project was implemented at this public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
